URL stands for Uniform Resource Locater

actually the rule to be a url is in Internet the resource we want must be uniform throughout the web/world which clearly tells that what i see can be seen by everyone in the world through the web.
huh?

so url is just like a phone number/address for a web page/resource(ie a mp3/image/doc/) like if youlogin to yahoo site u need an adress ie. http://www.yahoo.com and if i ll type this address from india and you will type this from your country in your browser then we both will the same content.

If by create you mean, you want to buy one then you just need to search for 'domain name' and buy one! But then you have to fill it with stuff that people want to read, which isn't always easy!
