Probably, but it wouldn't suit todays wimps as their wives would have control of the family saloon, and they'd only complain about single people living alone and having a car to themselves, ordinary folk are now so selfish and frightened they miss out on anything they 'd bite off their nose to spite their face.

Definitely not. Some families may have many members who work in different places and may be dependent on their cars to get to their workplaces, whereas a small family with one car might not need to use that one car if the breadwinner bothered organising car sharing with a person from another family going to same workplace? Juggernauts also cause most of the pollution affecting our roads not cars.

This apart limiting reducing the numbers of cars on our roads would have such a minimal effect on world carbon emission that it would just be a waste of time and effort.

More realistic ways to limit carbon emission within the UK are to close down coal and oil fired power station in favour of nuclear, solar or wind power generators and cut down aircraft flights in favour of more use of road and rail to get from A to B.
