I wish that were true, but, reservations agents are not empowered to negotiate room rates. They only follow company policy. Which may or may not allow them to price match online room rates you find for their hotel.
A casino host would be the person to speak to, "if you're a player". If you have a past history with another casino they will take that into consideration.
Check the online sites, compare those rates to the Wynn's web site.

The slowest time of the year in LV is, after the NFR(National Finals Rodeo) up until just before New Years. This year that's December 9th to the 28th...This is the best time to find a great room rate.

I think the Wynn is the newest and was just being finished when I was in Vegas last. I walked through it, it was very nice, but I believe at the end of the strip. The Bellagio is awesome and is connected to a bunch of other hotels. It has the aquarium with the sharks and the dancing fountain out front. Very very cool. The Venetian is right next to the Wynn I believe. It's pretty sweet too. You can go on the gondola rides, the place is painted to look like you're walking down a Venetian street, also very cool. If I were to pick, the Bellagio and the Venetian would probably be my first two choices. I dont' think you can go wrong either way.

Money talks in Vegas. Book a room, slow time in Vegas is May through July, thats when rates will be at the lowest. When you check in, tip the front desk person, they will usually upgrade you in some way. You can always talk to a casino supervisor while you are there, if you gamble you could possibly get a "Casino Rate" or a comp, depending on your play.

Go to the Wynn website. When booking, under promo code, used the code "AMEX" This will save you about %15 off the lowest possible rate. The only problem is you must book and pay using a AMEX credit card. If you do not have one, this promo cannot be used.

You can try hotels.com. However, if you call up and say it is a special occassion, you can talk your way into a better room/rate. If you can't find a good rate online, definitely call them, as the bookers on the phone are easy to coerce because they want your business. Good luck and have fun!
