Because for each good rating you get you receive one point to a certain limit of points. You could pad your score. And that my friend would be cheating.
And we can only rate answers these days!

BECAUSE IF YOU RATE YOUR OWN QUSETION YOU WOULD BE BIASE AND GIVE IT THE BEST RATING, SO THEY LET OTHER PEOPLE DO IT THAT ARE NOT REALY GAINING AS MUCH FROM DOING IT.
