originally the month prefixes corresponded with the order in which the months occoured until a couple Roman empoers decided to add a couple of completely self serving moths to the calendar
Julius Caesar added July and Augustus added August these two modifications pushed each prefixed month off by two hense
September=9th
October=10th
November=11th
December- 12th

Earlier, there were, only 10 months. September (septa- seven) was seventh month. But, July (Julius) & August (Augustus)were added.

Actually the months were named after Roman emperors,not after septa,octa,hecta,nova etcetra.
Eg.JULY-JULIUS CAESAR
AUGUST-AUGUSTUS
