Some of those answers will block the lazy hacker, but a BIOS password is easily reset by opening the box and either pushing the reset button or shorting some jumpers for a second. The Windows password can be hacked easily as well. If you can boot up on a CD, you can use the NTPasswd CD and reset it, see link below:
To be extremely secure, do the following:
1) Some cases I've seen before have a metal bracket that is used along with a padlock to secure the case. This prevents anyone from getting inside and resetting the BIOS (use a good lock, not a suitcase lock). Remember, though that locks can be picked.
2) Put a password on your BIOS and prevent booting from both removable media and CD's, floppies, etc. The only device that should boot is the hard drive. Some BIOS's allow you to prevent the system booting up unless a password is entered first (user password). Set this, if available, and set the Administrator password to prevent modifications to the BIOS.
3) Put a password on your Windows.
4) Encrypt your hard drive so that anyone getting through the other means cannot get to your data. There's a free program called TrueCrypt that's open source and can either encrypt directories or the entire drive. See link below.
With these measures, even a nation state sanctioned hack isn't going to get the data because it can be encrypted with AES.

You need a password and user accounts. Its very easy to set this up.
1. Go to Start
2. Control Panel
3. User Accounts
4. Click on your account
5. Create a password
6. Follow that screen
7. Go back to the screen in 3.
8. Create a new account (for everyone else)
9. Click next and give them Admin or Limited power depending on what you want them to be able to do
10. Finish and DONT create a password on that one
Now when you turn on the computer, you should see a difference

I would set a password at the bios level even before the windows boots. Most motherboards support this and usually the is a key to press like 'DEL' or 'F10' etc to access the setup options. You need to set up the boot password and the password to edit this setup menus.

put a password on you account, go to Control panel, from there select "User Accounts" select you account name, then choose "create a password" if someone is getting into you computer online, then they must crack your password, I suggust something large, simple and easy to remember but hard to guess.
