I heard, this morning, that the cost of the Olympic Games in England in 2012 had quadrupled. If you or I asked for a job to be done and got an estimate, this would be our fault because an estimate is just what it says. However, I always ask for a quotation, there being a very big difference. Why does a Government not do this, after all if I was to get a job done and it cost me 4 times as much as quoted, I would be bankrupt!
Is it a way to hand taxpayers money to the contractors and is this a pre-detemined strategy?

Probably. The Olympics can be totally misused to make massive profits if you have a crook running the games. Demand an investigation!!
