A plastic polish with a little elbo grease. There is also a 2 part headlight cleaner that will do several vehicles. Some places can't get it though.

I use 600 grit wet or dry sandpaper WET, then cover surroundig area and paint with rattle can clear. Is good for about a year then redo. I have renewed the lights in a 95 ford escort 5 times and they come out great every time

Novus 3-step polish works great. I believe this is what a lot of dealerships use.
