Because the American and Israeli militaries commit lots of terror bombings of civilian communities in the Middle East - and cluster bombs are designed to kill and maim lots of civilians (there are still people in Laos and Cambodia getting their legs blown off by cluster bombs America dropped 40 years ago!)

Every war causes civilian deaths. World War II was the last great calamity that caused great suffering in civilians. Wars should be fought only when necessary and then as expediently as possible.
You cannot fight a war, especially in modern times, without civilian casualties. Just look at the militants/terrorists that hide behind and with women and children to avoid prosecution by the opposing force.
Ending the war by winning as soon as possible is the goal. That's how you limit the number of civilian casualties.
Attempting to 'regulate' the weapons used in war has never worked, regardless of treaties and agreements. Even poison gas has been used in recent decades and its been outlawed by international agreement.
Limiting the weapons of war will only prolong the engagement and result in more civilian casualties.

The USA and Iseral, are the only two countries in the history of warfare who do all we can to minimize civilian deaths,sometimes at the expense of our own soldiers.So why would we sign a worthless treaty that no one else will abide by.

Because musketry bombs do no. Civilian and USA can Israel and countries. To ban is deodorant.
