In past two years they using PC monitor use as TV with help of CPU.
Now a days so many external TV TUNER CARD available in the markets. go to any computer sales and service centre. they tell wt type of card available in market or u purchase from them itself.
This tuner cards are work without help of CPU. Its is an external devices.

There are so many external TV tuner cards that don't need a the support of a motherboard... you can plug-in the monitor cable and the cable-cable, and bingo! Welcome to CNN.
About prices not very correct. Here in India, both are equal or depending on the monitor, tv's cheaper.

They are cheaper than flat-panel TV's because they are not TV's. You can get a TV tuner card and put it into your computer. Then you can watch TV on your monitor through your computer.

Although they are cheaper they do not have as clear of a picture. You can watcg tv through ur computer with a TV tuner card.
