The site MUSIC.COM tries to be that kind of site. If it doesn't do what you are thinking of and you get your new site up instead, try emailing them to see about your site and their's carrying links for each other.

First, check the internet to see if something like that doesn't already exist (i'm sure it does)

If you still want to get into that, I suggest you learn HTML, CSS, PHP, Javascript and MySQL (hours and hours of work)
Then you'll have to find loads of cash to host your website.
