If there's a restriction to accessing the Internet, that means the people who own that Internet connection don't want you using it that way. If you need a certain website to do your job/schoolwork/etc., talk to the administrators of the network (aka IT people), tell them you need the site and why, and ask them if they can unrestrict it.

If you just want to check your email, myspace, facebook, etc., then the administrators probably blocked the site(s) because too many people were using them. Big organizations (including schools) pay by the usage for Internet, not by the month. These sites are not necessary for anyone, and it saves them money.
