After the cement foundation was raised approximately 11/3 inches by a foudation repair contractor, could this damage the PVC sewer line.

There is not an easy answer. How far down is the sewer line, how careful was the contractor, how deep did he go, what is 11/3 or is that 1-1/3, how big was the foundation, where is the sewer line in relation to the foundation? These questions need an answer before you can get an outside answer. Try again.

If the contractor did not make allowance for the pipe to move when the wall was raised, yes the possibility exists that the line could be damaged.
