Is there a website, or somewhere that I can see an answer in writing?

As a manager (overseeing hourly employees for city government in California) I was told by my boss that if we didn't have anything for employees to do I could send them home but they'd have to be paid at minimum two hours, so find something for them to do for two hours since we have to pay them anyway. That means that when there was lightening or a chemical imbalance at my aquatic center, the lifeguards washed windows and cleaned the break room for two hours!

I don't know if there's a legal basis for it though.

In Canada they can send you home but they still have to pay you for 3 hours minimum.

IF you want to see something in writing - please say what country or state you live in.

I can remember one time when the power went off barely 30 minutes after starting our shift. We lost all the phones and the computers and could not do any work. The bosses made us stay for 3 hours in case the power came back on. When it didnt come back, they sent us home.

yes just because you show up to work does not mean anything, your employer at anytime can tell you to go home, but you should be able to take a personal day of leave so you check wont be short.
