How do I conduct an effective feedback session with the target people present in the panel?

I am currently in an Executive Committee(Exco) in a student organization and I want to know my members concerns and unhappiness towards the Exco. But one major concern is that they may not be very open to this idea as the presence of the Exco will limit their degree of free-speech.

Have an independent person be the moderator and just record the session. That way no one will know who is saying what. You can also have some other independent person take notes.
