It's an analog sequencer...probably a Moog.

It's a synthesizer. Influenced by his spiritual guru, Meher Baba, townshend entered his information into a synthesizer to let it form the rhythm. It's sound is so hard to produce live that 'The Who' were kinda forced into playing a tape of it
