1. The Boy in the Plastic Bubble
based on a true story starring a young John Travolta as a teenager who was born with no immune system, so had to live his entire life without human contact. The basis for the "Bubble Boy" episode on Seinfeld.

In no particular order:
Fail Safe - a technical accident causes a nuclear war, and everybody's a casualty. Especially when "Blackie" has to drop the bomb on the city where his family lives.
Schindler's List - (based on a true story) - especially when Schindler cries "I could have saved more!".
Phenomenon - where a man finds his true love but only days before he dies.
Leaving Las Vegas - a man on a path to self-destruction is almost saved by a good-hearted hooker - but not quite.
United 93 - they tried in vain to take over the plane, while everybody else watched in horror as the WTC was destroyed.
These movies - and many others - always make me cry.

I dont know what my "official top 5" would be but I think I would have the Japanese animated film "Hotaru no haka", US title "Grave of the Fireflies", on top of it!!!!. I think this may be one of the most depressing movies of all time. It is very sad and one of those movies that many people will see once and never again, not because it was bad but because it was completely heartbreaking. If you can find a copy of it, go watch it ASAP!!!!!
http://imdb.com/title/tt0095327/ (#198 on IMDB's top 250 movies list)
Also the movie "Requim for a Dream" is a completely sad and depressing movie. Another movie I highly recommend everyone see, especially if they are addicted to drugs or know someone addicted to drugs. I think this should be shown in school as part of an anti-drug campaign. It's that powerful....
http://imdb.com/title/tt0180093/ (#58 on IMDB's top 250 movies)
And being a guy, my list would also have to include "Brian's Song"(the origional) and Rudy. They both can tug on a guys emotions if they are sports fans. You dont even need to be a sports fan to appreciate Brians Song. But as they stated in the TV show Entourage, Brian's Song is "the ultimate guy cry movie"
