So far I have Cyprus, Egypt and Chad but whats the last one??

The Y in Cyprus and Egypt serves as a vowel, not a consonant, linguistically speaking.

How about France, the E is not pronounced? Crete and Greece also have silent E's.

Some countries have one vowel, but occuring more than once, like: Fiji, Kosovo, Bahamas, Malta, Qatar, Seychelles, Sweden, Svalbard, Togo, Yemen, Comoros, etc. - so I assume you mean they have to have ONLY one occurance of a vowel. I think Chad is the only one you listed that fits that because I think Y's, when they are pronounced like vowels, are vowels. AEIOU and sometimes Y. e.g. myth - vowel, yak - not vowel.
