depends on site youre using!!
some sites require access, so you'l have to temporarily disable your firewall (DO THIS AT OWN RISK!)

else there's a connection problem on the site/or your router.

Scan files with a virus scanner before playing if you switch off the firewall, as if the files dodgy, the code will bypass the firewall and leave your pc open!!!

on websites? there's plugins for Mozilla Firefox ("ook!", "downloadhelper", "videodownloader" to name a few...) that let you download these clips. even download from youtube and google video!

One reason Internet Explorer doesn't let you download these is that videos may contain copyrights, and Microsoft (who makes IE) doesn't want to get involved with illegal pirating of videos.
