Go to ,northerntool.com, they have a battery powered owl with a motion sensor in it that hoos and it's eyes flash red when activated,about 20 bucks. It saved my veg garden

An old remedy might work. Birds are deflected by plastic blowing in the wind. So you could tie a bunch of plastic bags around or hang stremaers around. This action confuses the birds and prvents them for getting setteled in.

LOL ,,,,,,, I love the idea of the blow up snake . Perhaps another arc enemy of the pigeons would be a few ceramic Owls . Some glittering chimes might be disturbing to them also . Hope this helps with your dirty bird situation .

There probably isn't a low cost effective way to keep them off your balcony, unless you can keep a cat out there. The predatory bird decoys don't work at all.

Put a shinny [mirrored] squares along the balcony. The mirrors scare them.

Find a place where they have fake Owl's about a foot long and mount it on your balcony and they will not come around anymore.
