No, but you can do the typing in Paint, add the clipart, and save the page as a jaypeg or bitmap.
Its very similar to Word; open a new document and sort out the page size.
Click the Text tool, make sure the colour is black and put in the typing. It may take a couple of goes to get the font size right.
Save As a couple of differrent versions as you go, because its difficult to undo mistakes.

And you could download PaintdotNet, which is like Paint but with more features including layers.

Print the Word file and scan it in as a JPEG or Bitmap file. You won't be able to edit it as a document, of course but that is the nature of graphics formats.

I suppose you could right had click an image on your Word Document and 'Save Picture As'. If you want a picture of the document you could press 'Print Screen' (above you number pad on your keyboard) then on a new Word Document press 'Paste' and then 'Save Picture As'.
