when we speak of pitch, we generally measure it by Hertz ( abbreviated Hz) The tone "A" on the piano keyboard which is most often used for tuning puposes in Western music, is rated at 440 Hz. Since about 1700, the Western scale of sound has been calibrated so that pitches remain in a fixed relation to one another; i.e. the A on my piano sounds exactly as the A on your or any other piano. The B flat the same, The B the same, etc.
Johann Sebastian Bach' work, The Well-Tempered Clavier, reflects that scientific bit of work. His newly tempered, or tuned, keyboard ( not yet become a piano as we know it) could play all the scales that Western music came up with, and they were all in tune, without having to re-tune the instrument in between.
when we refer to scales, it either reflects the progress
of one key along the length of the keyboard, or reflects a pattern of notes to be played or sung.
when we sing scales ( major, minor, chromatic, melodic, enharmonic), it is generally as an exercise to limber up the voice, or is a pattern written into a work.
Acoustically, the scale of sound is measured in decibels (Db). this charts the intensity of the compression and rarefaction as a sound wave progresses through the medium, most often air, when we sing.
Please this out with a physics text, or Helmholtz's standard work on acoustics, or a singer's version in Dr. William Vennard's excellent treatises on singing.
