as the others have mentioned, an unrestricted free agent can sign with any team. It has to do with your tenure in the league, and I think it is 4 seasons that allows you to become an unrestricted free agent

The first thing that happens with a restricted free agent is that he is offered tender by his current team. Depending on what type of tender he is offered, this will decide what his team receives in return if he is signed by another team.

These are the tender levels for 2007
Low tender - $850,000
Second round tender - $1.3 million
First round tender - $1.85 million
First and third round tender - $2.35 million

The low tender amount would allow a team to receive compensation equal to the draft in which the restricted player was drafted. So if he was drafted in the 4th round, the team would receive a 4th round pick.

If a restricted free agent signs with another team, his current team will have 10 days to match the offer. If they decline to match the offer, they will receive draft picks from the team that signed him depending on the tender level.

A restricted free agent is someone whose contract has expired, but the only team that can get him is the team he played for. After a while, it that team doesn't sign him to a new deal then he'll become a unrestricted free agent. Where any of the other teams can pick him up.

when a restricted free agent gets an offer from a team his original team has the oppurtunity to match that offer. A unrestricted free agent can sign with whoever he chooses.

Restricted a team can match any offer another team may give that player. Unrestricted the player picks what he thinks is the best deal for him, and is usally alot more money. some teams will try to put loop hole in the contrarts to get around dealing w/ unresrricted freeagents. see hutchison deal last year w/ minn from seatle, where he had to be the highest O-linemen on the team. tricky but it worked!

after your first or rookie contract you r restricted meaning the original team has to make a qualifiying offer, other teams can then offer contracts but the original team can match to keep the player, if now qualifiying offer is made then the player becomes unrestricted and then anyone can sign him
