It depends if you want to make money from it!!! Can you do a precis to give people an idea and then they can send off for the pack?
If you want to make money out of the idea, send a pack by recorded delivery to yourself, where you have to sign to receive it. DO NOT open it - it proves you had the idea, and when. that way, you can show to courts and so on if necessary. Just remember that it will be very easy to copy your ideas, so be careful!
Have you tried your local school(s) to ask them to have a look at it. You do not say what age the resource is aimed at, so do not know what sort of schools you should approach.
If you are altruistic, try contacting RoSPA - it sounds as though they would be interested in things like this.
Also try Red Cross.

Maybe you could take it into a local school and show it to the children in assembly? If you do this, though, make sure everything is lively and interesting and will not make the kids bored. Or, alternatively, maybe publish it on a website and advertise that website?

You can put it on the web, or make handouts to give to parents. You could arrange short lectures for parents about the information. Good luck!
