The book was a paperback which i read as a child in the 60's. It was about a nanny who was a bit like Mary Poppins. It did have illustrations in as well.

Nurse Matilda by Christianna Brand? This was the inspiration for Nanny McPhee

Maybe Mr. Pudgins by Ruth Christoffer Carlsen? Mr. Pudgins was a magical babysitter. Many people remember the part of the book where he makes different flavors of soda come out of the faucet. There is also a flying bathtub.

Another possibility are the Mrs. Piggle-Wiggle books. She wasn't actually a nanny, but a woman who lived in an upside-down house in the neighborhood and had great advice for parents with misbehaving children. The author is Betty MacDonald.

Yet another possibility is Nancy R. Julian's book "The Peculiar Miss Pickett." Strange things happen when the baby sitter, Miss Pickett is around like milk changing into strawberry soda, the bathtub fills up by itself, a fire suddenly stops spreading. Front cover shows Miss Pickett in witch's garb riding a carpet with a boy and girl in pajamas.

All of these would have been available by the 1960s.

My guess is if it was in the 60s..it would have been Mary Poppins, the book differs from the film. If in doubt, look at the publication dates of other suggestions..as some of them sound far too new to be the one you are looking for.
(my copy of Mary Poppins had illustrations, and if I remember rightly, it had a pink and white cover

Probably The Peculiar Miss Pickett. When Mary Poppins the movie came out, I thought, "Hey this is Miss Pickett!!"
