No you cannot start IT proceedings, stop them and then re-start them.

You could contact ACAS and tell them what is happening. But they are in my experience biased toward the employer. According to ACAS I could not win my case and they repeatedly told me to drop the case. I won in the end!!!

If you are hoping for a big payout then I should forget it!!
It all depends on why you are doing it!

You need everything in writing to be able to prove your case. So if your ex-employer does not write to you about this matter then you need to try and get htem to commit what they are saying to writing.

Holding your car ?!!! Why don't you lodge a complaint with the police?
Don't just drop the case just to get your car back, as I'm pretty sure that you can get it back, as long as you can prove that it's your car. Damn, this ex-employer of yours can be sent to jail for this!!!
In regards to unfair dissmissal, you can find some good info on adviceguide.
But by all means seek specialist advice, as such tribunals are not that simple to deal with. You don't always have to pay for the advice my friend. Your local CAB or Law Centre, or advice centre may be able to help.
But be very careful with how you proceed with this thing...
Hope this helps.

No you can't.
Without knowing the reasons behind all this, try the Citizen's Advice Bureau, giving them all the details. They'll provide a solicitor to help with the case, as far as I am aware. If someone's holding your car, that is theft, so go to the police.

Just send him a letter headed : Industrial Tribunal Offices of H.M.Goverment
I can confirm that Mr Doughnut (for example).
Has approached pro bono and has settled his dispute with your company.
You are required to relinquish his property namely one motor vehicle within 24 hrs or bailiffs will be sent to your premises to remove goods to the current value of his property including costs.
Failing this a summons for your arrest will be issued and your business closed down pending further investigation into the background of your business operations.
If he continues to refuse to give you back your property, send the lads around to knee cap him

Want to know how to get your ex back? Change yourself. Don't worry about changing other people, worry about changing yourself. Go to https://tr.im/AKiLB

Once you do that then you can start to worry about getting back together with your ex, other wise you will find that you are fighting about all the same things and getting no where. Do what it takes and I promise things will work out in your favor.

The funny thing is I came to the realization that I had to change a little too late. After I was kicked out and after I was about to lose the only things that truly mattered to me - her love. A funny thing happens when we truly love someone and lose them. We do what ever it takes to get them back. For me I had to drop bad habits that had caused not only our relationship to sour but practically every other relationship I had had in the past. Not only with women, but with friends, co-workers, family, you name it.

Which is why I say to you as my ex at the time said to me, the only thing you can do is change yourself. Work on yourself and improve on the person that you already are. Drop the negative things in your life that don't belong there and you will see all of your relationships start to take off to new heights.

It would be difficult. Do you mean the employer is holding his car being your company car or has he locked your car in his car park?
