There is an old saying that in any relationship "the person that cares the least has the most amount of power". Good friends are hard to find, but crappy friends are a dime a dozen. I'd rather have less good friends than a bunch of crappy friends. However, give her a chance to make amends by telling her how you feel and then see how she reacts. If she doesn't give you a response that you are comfortable with, then as hard as it might seem, you need to "let the friendship go". There are a ga-zillion people out there that could be great friends for you, don't hold onto a dysfunctional friendship "just because". Plenty of fish in the sea...

I have a friend too who does that. I in the end realized I needed to invest less energy in the relationship because I expected her to be punctual and reliable when she was not. Since I do no longer expect her to show on an appointment there is nothing to forgive anymore. she has become a slightly lesser friend so to speak. But it were my expectations that ruined the day each time... So I no longer expect anything.. Works for me. Hope you find this helpful.

I have a 3 strikes and you're out policy. You say this isn't the first time she's done this, ok, would her 3 strikes be up? If so, then just pass on the relationship.
