The Basques (Basque: Euskaldunak) are an indigenous people who inhabit parts of both Spain and France.

The name Basque derives from Medieval French and ultimately from the ancient tribe of the Vascones, described by Strabo as living south of the western Pyrenees and north of the Ebro River, in modern day Navarre and northern Aragon. This tribal name, of unknown etymology, was extended in late Antiquity and the early Middle Ages to cover all Basque-speaking people on either side of the Pyrenees.

Basques are now mainly found in an area known as the Basque Country, located around the western end of the Pyrenees on the coast of the Bay of Biscay. This consists of four provinces in Spain and three in France.

The Basque provinces enjoyed a great deal of self-government until the French Revolution in the North and the Carlist Wars in the South. Since then, a substantial part of Basque society has been attempting to restore self-government or even achieve Basque independence as a sovereign nation-state (see Basque nationalism).

The Basque region is an area of northern Spain extending over the Pyrenees into a small part of south west France, pyrenées atlantiques. The people are generally pro separatisation and have their own language and flag, i.e. they don't like the French or Spanish administration, and let them know fairly regularly by bombing them. The infamous Basque paramilitary organisation is known as ETA.

The Basque region is a region that straddles the border of France and Spain. When I was about nine, we had an eistedfodd in Sunderland and some dancers from the Basque region of spain came to my school and taught us some of their language. I can still count up to seven.
Bar, bi, kilo, lou, botsi, zay, zaspi.

It seemed fun and strange, I've never questioned whether it is right or whether they were having a laugh at a little English girl's expense.

Basque is an area of provinces in Northern Spain near the Spanish/French border. So a Basque is obviously someone born in that area.

Actually the Basque inhabited most of Europe 15-20,000 years ago, so their "country" is Europe, as they were its first inhabitants, before the Celts, Franks, Iberians, Latins, Etruscans and all the rest. As other groups came in, they were pushed up into the mountainous regions (like the Swiss they wanted to be separate and were fierce at keeping potential invaders out by using the mountains as a natural defense against attack). The drastic decrease in their population and area is similar to the way the Celts were also pushed away by invaders - in their case, mainly to the West and away from the geographic centers (to Ireland, Cornwall, Wales, Scotland, Britanny).

Other than this minor technicality, there are a lot of good answers here.

The Basque area of Spain and a small area of adjoining France. Historically they were a sheep herding people. The Basque region is divided into seven provinces. Semi-autonomous, they mostly govern themselves apart from the central government.
