Will i thank you are asking about something a police officer carrys with him...my x was a police man for a long time he carryed a billy club on his belt..it was covered with a thick leather and in side it was a piece of metal on the end of it. The metal was covered with a thick leather...he told me he used it to hit bad people when they needed to be handcuffed....I hope this is what u are talking about...bye..It is called a billy club or night stick.
