Believe it or not, but first make sure your tires are all inflated to recommended pressure. Even 4 to 6 pounds low will make the steering seem harder to turn.
Really hard to turn? As in having to pull with both hands? The steering pump possible, but there are check valves ant things in the steering box/rack that could be worn or sticking. If it feels like a "dead spot" that you have to get through once in a while, it might be that.
Lastly, have all suspension components checked, something can be loose and causing tight steering...

You most likely have a classical "morning sickness" problem with your steering rack (no joke!). GM had that problem for years due to excessive wear in the rack that allows fluid through until it warms up. You'll need to have a new rack and pinion steering unit installed. Make sure the shop properly flushes the hoses etc before installing the new rack because metal filings etc from the old rack are circulating through the system.

Its possible that the pump is going bad or that the PS belt needs adjusting, but I have a couple of questions, Does the problem go away when the car is warm? Is the problem worse in one direction or the other. (harder to turn left or right?) If it gets better when warm, or if it is more difficult to turn one way or the other, you will probably be needing a new (rebuilt) rack and pinion.
