Mexico owns it's oil production 100%. It may give contracts to companies like Halliburton but they own the production and oil rights with no foreign investment. The article says Cheney is a "vice presidential hopeful" meaning it is at least 7 or 8 years old.

No, I didn't know that. I don't think he knows it either. Public officials like him put their assets in blind accounts. That means someone manages the account for them but they don't know what companies they're invested in. This is to ensure that these officials do no favor one company over another.

Now you claim he's heavily invested in Mexican oil. Where is your proof?

Cheney is also figured out how to buy more with money that he is stealing from the U.S.. By issuing contracts in Iran with out bids allows him to pay over priced fees and collect bonus from his company.
