It's Static electricty -
A layer of charged material is coated on the inside surfcae of the screen to attract electrons from the cathode ray tube.
A small charge can be present on the outside of the screen.

When you touch it you are discharging the static through your hands and the crackling noise are thousand of tiny charges being dissipated.

this is also why dust is attracted to screens - it is pulled there by the charge. some new cleaning sprays prevent static build up and help prevent dust forming there....

The TV screen is charged with particles to enable you to see the picture. When it is switched off, there is a residual charge, not harmful, and when you place your hand close to the 'tube' the electrostatic discharge is made. This is what you hear.
