Here are some legal freeware programs to try;

http://www.eecs.wsu.edu/paint.net/ -Paint.net Paint with layers.
http://www.irfanview.com - useful graphics tool
http://www.download.com/Deep-Paint/3000-2191_4-10398243.html - Deep Paint
http://www.gimp.org - Like Photoshop 7
http://www.inkscape.org - vector image tool with a full manual.
http://www.blender.org - professional 3D rendering software plus manual.

The toucan could have been drawn and scanned in, then tidied up in something like Adobe Photoshop. (its about £500, but brilliant.) Then theres Adobe Illustrator, which is vector based art.
The Gimp is the legal freeware alternative.
The toucan has the look of a drawn pic rather than the totally smooth vector look. You can add that as an effect but its just as easy to draw it and scan it.

The dragon is 3D art, probably something like Maya; again pro software and very expensive. Blender is the freeware version but difficult to learn.

Here's a neat program for something you're searching for that would create what you described, though it's not free, it's not that expensive either:
