The leaders in SB after 1990 by catchers (defined as half their games played at catcher) are as follows:

Jason Kendall 159
Ivan Rodriguez 112
Brad Ausmus 95
Benito Santiago 44
Joe Girardi 42
Darren Daulton 41

I also want to give honourable mentions to Carlton Fisk, who stole 128 bases as a catcher in the 70's and 80's.

(In response to why they haven't been caught yet, slow catchers can steal bases since they know pitchers well and can guess when the best pitch to go on in. Kendall steals 10 bases a year off that concept.)
