Figure out how you get from hours to bacteria.At 0 hours you have 20 bacteria so 20 is your constant. Each hour you're increasing by 36 so the rule is y = 36x + 20 or f(x) = 36x + 20. Try plugging in values of x(number of hours) and you will get y(number of bacteria).
