There is no difference. Both mean the same. You may consider one that is more active or even gay and dresses as a woman a transvestite, and a hetrosexual male that periodicaly dresses as a woman a cross dresser. Exuse me, you could say the same for women as well, i used men as the example.
Either slang term used for the person thiough could be used even if the person was not gay and dressed as the opposite gender. Transvestite, cross dresser is a different issue than homosexuality.

The difference between a transvestite and a cross-dresser is just the spelling. And a guy who wear women's panties under his clothes just has a pantie fetish & it could be considered crossdressing too.

A transvestite dresses flamboyantly and does not wish to relinquish his maleness. A cross dresser wishes to express his female side and will act and think of herself as female when dressed. Wearing women's clothing under ones clothing can signify a cross dresser or a still repressed transsexual.

A flow cloth wardrobe is a transvestite. A transvestite is a individual who makes a habit of dressing up and impersonating the different intercourse. A transvestite isn't a transexual(somebody who's surgically changing or has replaced their intercourse) and in maximum circumstances is heterosexual.
