It would help to know more about your tank and your fish. What kind are they?
If all the fish are doing that I would first suggest you check the temperature of the tank, it might be too cold.

It could be ich, a parasitic disease that irritate the fish skin which in turn you find the fish scratching against the substrate. Check to see if the fish have little white "salt like" dots on them as well.
If so treat the tank w/Maracyn for 10 days, use a small dosage of freshwater salt and keep the lights off except when feeding.

The weight of the fish won't allow it to move, it has become bloated horribliy. It may have something caught in its mouth that's why it's laying there. It may die though, so be prepared for the worst. If they are having babies, then there would be eggs in the tank near the top. So your fish is going to die. It could be swim bladder disease , if it is so , feed a lot lesser over the next few days and see if its swimming properly and whether its stomach is smaller.
Or it may just be having babies :-)

it means that he wants to be eaten
so what i recommend is that you preheat the oven at about 120 degrees and place fish in a pot
sprinkle some fish food on it and pop it in the oven for 10-20 Minuit's
when finished serve with side dish of carrots

Do you mean they are just kindof on the gravel but still moving their fins? They may just be resting, or they could be laying eggs, alot of the time when livebearers give birth they dart around, but thats also possible

Lets see if he is out of the tank that means he is dying and needs air otherwise if it is inside the tank then that is something strange it could be cramps or the water is too cold. Check this site http://www.kokosgoldfish.com

they usually swim and drop them out when they're delivering,maybe somethings going on up top!if you mean the floor of the tank that is,otherwise throw the buggers back in,quick!

Maybe they are having babies, but it could be other things to. Such as nitrates, or there swimbladder(?) <

I think it means if you don't put them back in the water they will quit trying to swim and lie motionless. Hmmm, wonder why?
