Take away ALL his toys, say you will get rid of ALL OF THEM and he'll never get any more for the rest of his life if he doesn't straighten out.

It probably hard for a 9 year old to stay on one thing. He's bored, that's why he is doing other things then what you have given him to do.
Try letting him have more then one book or just a few toys.
Since he is 9 try giving him chores around the house when he is grounded. Like helping with the dishes or cleaning up a little more.

When your grounded, your grounded no coloring, reading I agree, but from what I can see you must not be consistent he obviously knows he can get away with it. He's still small you still have time to fix this. Make sure whatever you say you do. Kids now who they are dealing with, they are smarter than you think. Be consistent and good luck.

stop putting him in his bedroom, thats like putting him in a toy store and telling him not to touch....
sitting him at the dining room table would be better, that way you can keep an eye on him.
I have always told my son (who is 8) his room is his area to do as he pleases. If i want to enforce something like behaviour it is always done in a common area with no distractions.

you would possibly want to sit and examine out to communicate with him..... If he would not pay interest perhaps a reward like in case you pay interest to me as we talk and also you do not throw any tantrums properly bypass get ice cream bypass positioned a huge decal on your chart or properly make cookies or properly bypass play video games or something else he likes to do....

Maybe you need a more specific grounding. With my 9 yo son I take his TV/PlayStation. This seems to work.

Take a belt to his behind. Nah, but just take away some of his privileges. Like one day he'll walk into his room and his t.v. will b gone, if he continues to act up continue to take things out of his room, he'll understand wat u r doin and will start to b good.

start raising your voice at him.....and hide his toys so he cant find them when he is on grounding!
