soot is a simple and obvious way to look at the residue carbon that is not converted to carbon dioxide or carbon monoxide. it also is left behind in a simple filter so is easy to record and remove. carbon dioxide is a gas and so is not collected in a filter and needs a cat converter. which is more expensive and more technologically challenging
in effect yes, soot is easier to clean up than carbon dioxide. just use a filter to clean up the soot
