We should identify the root cause that has led to such a situation in Kashmir. This of course, is the curtailment of freedom of the kashmiris by taking away autonomy which was granted to the state. Restore the autonomy & half the battle is won. Secondly, the powers of the army in Kashmir must be curtailed. If necessary, forces should be withdrawn & stationed only on the border with Pakistan, whom India blames for the insurgency. Finally education, health, jobs & infrastructure must be provided on a war-footing in Kashmir.
Identify why youth are misled. One major reason is fake encounters & misbehaviour with family members. If these two reasons are eliminated, the biggest reason for revenge will not be there for the kashmiri youth.
I can say with surity that the situation in Kashmir is not half as bad as it is in some naxalite-infected areas of India, yet Kashmir is always given a bad press. If there is political will, there is no reason why Kashmir can't once again become 'Heaven' on earth.

Kashmir has become a synonym for terrorism.each and every child knows that terrorism in Kashmir is the handiwork of Pakistan .they have been lending financial,logistical,and moral support to all those terrorists working against India.
but then what is the real problem.......
i think Indian govt . has to do more in this regard...
1) first and foremost ,humanitarian problems need to be addressed.steps should be taken to immediately to stop fake encounters and mistakes by our soldiers and policemen.
2) govt should address the needs of Kashmirs more seriously so that their arises a feeling in their mind they are a part of India.
3) Pakistan should be isolated in the international forums for their crimes against India,through strong diplomatic steps.
4) India should prove Pakistan's involvement in Kashmir with solid evidence.
5)youths of Kashmir should be given adequate job opportunities.
i think these are some of the steps that will help to reduce terrorism in Kashmir.
