I have just brought a freeview box with a top up expansion card slot from a tv shopping channel. Whilst the box working fine , I find that I am unable to take up the option of a top up card as top up tv no longer sell top up tv card starter kits as a stand alone item.
They insist that as a new customer i purchase a box from them at a cost of £209, this includes a top up card. Not one whilst my box was being sold on tv was a warning given out that you would not be able to bu a top up card. Several high street shops still sell freeview boxes with top up expansion slots but not the top up cards. I have asked them why they no longer sell top up cards but they do not know why thry have been withdrawn from their stores.

If you are within 28 days of purchase take the box back and get a refund under the 1994 Sale and Supply of Goods Act. Top Up tv boxes are now recorders as well so that they can fire the programmes into your box and you can watch them anytime as opposed to real time. I should hold off buying a pukka TUTV box until Sky have shown their hand with their new boxes.

Send it back and tell them if you don't get a refund you will sue them for misrepresentation of goods.
