is it similar to 'plesiochronous'

plesiosynchronous - nearly occuring at the same time, almost simultaneous; partially synchronous
plesiochronous - nearly time, almost time

This stuff usually has to do with digital communications between networks with gateways running at different speeds. Obviously a synchronous link would be best, if it could be managed, but in truth the best we can do is an almost synchronous one. I included a link below in case you are interested.

This has been a problem since the first fax machines were made, which I believe was in the 1600's, but especially in the 1800's when the telegraph was being used to send pictures (1843 to 1861).

You are more than likely refering to chronometers or oscillators as they act as very accurate clocks.
