Almost all animals see black and white. It is because of the way the eye structure is made. Inside the eye theye mostly have cone shaped structure. Which a human eye has much smaller cone shaped structure and just a few of them.

Most mammals are dichromatic which means they only have 2 types of cone cells and can see few colors than we can. Humans have 3 types that allow us to process colors.

They have no problem with that because most of them are nocturnal, which means they are active only at night. I mean, what's the point of seeing color if all you ever see is darkness?

I do believe that dogs can see in colour. Just not colour as we know it
