The most strict and tough training is judgemental. The most effective and tough training is the French Foreign Legion's by most experts opinion. These are the most ruthless and effective killers in the world. (which is ironic because the french federal troops are some of the most irrelevant and ineffective in the world). As far as strict, that is not always the make of a great and tough force. The Chinese and North Koreans are strict and arguably tough, but their governments have not employed them so there is no measurement.
Some say that if they face actual battle, that their strictness will cause many surrenders and defections. I agree.

Officially the British SAS forces have the most rigorous and longest training program. As for sheer brutality it would be the Russians. A while back I watched a program on the Miliary Channel about SPETSNAZ training. In show it was repeated several times many of their training methods are not tolerated in the West. Beatings are a routine part of the program.

As for a military organization, I'll say the Royal Marines. Their basic is 32 weeks, longest of any infantry force in the world, and they train constantly after basic.
As a country, I'll go with Switzerland, they can turn their entire country from civilian to military literally overnight, that takes a lot of training and discipline.

That would be North and South Korea. You notice the United States leave them alone. They train young and by being a dictatorship they train hard. Watch one of the old History Channel flicks on the subject. They raise their children to be uniform and united in thought. It is very powerful.

The Britsih army have extremly tough training and to become a marine commando you must endure the toughest training course in the world

Russia and China has the toughest. The USA Marines wouldn't last a day in the Russia or China Military.
