Why let them go in the first place once you had them in custody when they took their photos?

I agree! at the adult novelty store here in town, when you walk in the door, they have Polaroids of people they have caught stealing, with a list of what they stole it is hilarious! Bob Smith...latex novelty and personal lubricant etc...I swear!!! It's great.

Most of the time, these are mug shots taken from a prior conviction.

Sometimes they are photos obtained from other sources as well.

a lot of the photos are sent in by family members or when they were in jail on other crimes

When they served their time, or have been paroled, the system has to let them go. You can't lock them up forever.
