In all honesty, stop licking your lips, your saliva eats away at the white blood cells that are trying to repair the area as well, drink lots and lots of water.. when you're lips are dry and start to get chapped its a high sign of dehydration. if you need to moisturize you can hot cloth and put it on your lips then put some coco butter on them... do that overnight and you should be fine.

Basic, store brand petroleum jelly works wonders. You can put it on before you go to bed and you should be fine for the next day.
