When I go online, my svchost.exe takes up a lot of CPU processing. I was wondering if I upgrade to Windows Vista will this still be a problem?

DON'T UPGRADE TO WINDOWS VISTA

1. Its too damn expensive

2. You have to upgrade everything in your computer.

3. It takes a while to understand and figure the damn thing out.

My boyfriend spent well over 300 dollars just upgrading it and even more in time figuring the stupid thing out. He is still trying to understand it all.

That's an indication of a computer infection. On a clean PC svchost should not hog the system at all. You need to check the system for malware, and consider a clean re-install after reformatting.
