what kind of military powers does the UN have

It is not a case of the troops can open fire only to defend themselves.
The troops are restricted to the Security Mandate imposed as a 'rule of combat' which is decided before the force is sent in.
As the majority of tasks the UN blue caps now have are peacekeeping, they are not allowed to use undue force in suppressing attacks. However as during the Korean Police Action (war) and First Iraq Conflict (war) under the UN Security Mandate then placed, force was allowed to be used to repel and recover lost sovereign territory.
Again the Politicians set the conflict and rules and the poor squaddies are stuck doing the work.

The UN have no troops or military capability at all. The troops are all loaned to the UN by other countries and operate in a peace keeping role under the command of their own officers but subject to UN control. These soldiers can open fire if they or the area they are protecting is threatened.

Troops provided by member states carry out UN mandate duties which in the past have resulted in full scale war ie.Korean War.

Their under the U.N. charter that states they can only fire at someone if they are under attack themselves.

well, if they are on doubts about someone i guess they can fire too.....dont know the rule though exactly.
