Mere referring the dictionary does not solve your problem. To get command, you have to pratcie it, read news papers regularly.

Try to meet native English speakers and speak with them in English. When you are speaking in English do not be afraid to speak - do not be afraid to make mistakes. Just keep going on and speaking and also tell the people that you are speaking with that you would appreciate them correcting you when you speak and teaching you other words which could be used to same the same thing you said. The main thing is to not be afraid to speak - if you do not open your mouth - you will not learn. When someone uses a word that you've never heard before - ask if would write it down for you and later look it up in the dictionary and also a thesaurus.

Try to completely immerse yourself in English if at all possible. Listen to the radio and television in English if at possible, and also in a "voiced chat on the Internet would be good too.

It's not an easy language to learn -so give yourself time and don't get discouraged.

You can't get around it. In order to improve your language skills you will need a dictionary to explain what words mean and to learn to spell correctly(how will you know the word if you don't know the correct spelling?!). To improve my language skills, I began to read everything in that language. No more books in my mother tongue for 6 years. I had a dictionary, a small notepad to write down words I did not understand and occasionally a very patient friend/husband who would use the word in a sentence. There is also the issue of proper pronunciation, again you can't get around the fact that a dictionary shows you how to do it phonetically. So unless you have alot of friends/strangers willing to help, you are going to need a diary. Even a tutor would suggest it.

I suggest you try to read more english magazines and news papers especially the editorial ones. There you got many new words though you may not understand what it meant for. Still read it. When you are in travelling or alone such situations try to speak to your self in english. Try the accent too. If in loud its okay.
Reading english drama's help you a lot..

Involve yourself in readings,discussions,conferences. Also select an appropriate peer group for company for majority of your idle hours. For the beginers repidex English speaking course may also be of some use.

speak to native speakers
listen to recorded excerpts of news from the BBC World Service
practice what you learn. play back your voice and get someone who is a good speaker to listen and comment and advise.
Read as many books, journals, magazines etc in English and rememember sentence formation, vocabulary and idiomatic expressions that occur and the learn to use them appropriately.
