pretty much it is a way for him to tell you that for what ever reasons, he is not ready for marriage (age, job stability, maturity etc) but that he is leaning towards it, he likes the idea of one day marrying you, he can see it in your future. It is a very respectful way of saying that he sees a lifetime with you without rushing into it so quickly that the foundation of your relationship is not yet sturdy enough.
